About this reference

This site is an independent educational reference, not a government source and not a vendor marketing page. It exists to give compliance officers, IT directors, administrators, and counsel a clear, source-backed view of what ADA Title II actually requires in digital contexts, especially for documents and PDFs.

Every factual claim cites a primary source: 28 CFR Part 35, ada.gov, the W3C, CCCCO memos by number and date, or named litigation reports. Where the rule is ambiguous or politically uncertain, the page says so rather than pretending certainty.
